We're #38.
And, if you believe the liberal media in Lexington and Louisville, each and every person in prison is there because they were caught with some minuscule amount of marijuana.
Last year our legislature revised our statutes based on input from the Pew Center so as to lower the criminal penalties for many crimes in our state. This was allegedly to reduce our exploding prison population full of minor drug offenders. "They need treatment, not incarceration!" Of course we couldn't get anything more than probation for most drug dealers we catch, but why let facts get in the way of a good story.
They also removed officer's ability to make on view arrests of certain crimes without giving the perpetrator the opportunity to walk away with a ticket. Trespassing? If you agree to leave now I'll give you a ticket, but if you refuse to leave after being ordered to do so I may make an arrest.
Disorderly conduct? I can ticket you, but I can't arrest you unless I can articulate that you continued to be disorderly after I requested that you cease your disorderly actions.

#47 If I had my way we would double the number of prisons we have to handle our problems and rent the rest of the spots to other states.

Yes, that's Louisiana... at 50. One would take this to mean we either have the highest number of criminals, (with poorly executed crimes), the hardest working Police, or a grand combination of both.

You can't have the voters locked up. Who would elect the politicians? Especially when phone calls need to be made to the officers on the side of the road who obviously can't determine the proper course of action needed in a criminal offense.
