Two Shot, One Fatally, After Car Drives At Hartford Officers
"State police Lt. J. Paul Vance said officers with the Hartford police department's qualify of life task force observed what he described as suspicious activity in the driveway at 60 Wadsworth. Three officers approached a car, which they later determined had been stolen two days ago, and ordered those in the car to show their hands, Vance said.

One less car thief in the world and his buddy won't be calling shotgun anytime soon. Officers uninjured by this report - not a good night, but not a bad one either.
MRB, can you give some background on quality of life task forces? They're new to me.

Up here in Springfield, MA we have a City Ordinance Unit which I believe is similar to Hartford's Quality of Life Task Force. The specifically focus on issues such as noise complaints, barking dogs, properties with abandoned buildings/overgrown grass or any other issue which residents feel affects their "quality of life/living" in a certain area. If these units didn't exist the calls for these issues would have to be dealt with by the regular squad guys and frankly we just do not have enough time for that.
