The Reno County District Attorney's Office charged former police academy instructor James Ryan Bloom on Friday with six counts of aggravated indecent liberties with a child.
An additional charge of lewd and lascivious behavior is included in the complaint.
Bloom resigned from his post at the Kansas Law Enforcement Training Center on April 6, amid the investigation into the alleged sex crimes. KLETC employed Bloom as a general police instructor since January 2005.
Friday's complaint, filed by Deputy District Attorney Tom Stanton, alleges that Bloom engaged in lewd fondling or touching of a 12-year-old girl between Jan. 1, 2005, and March 21, 2006. The indecent liberties charge claims the inappropriate touching was done to satisfy some sexual desire of Bloom's.
The lewd and lascivious charge claims Bloom exposed his sex organ to the same 12-year-old girl, again for some type of sexual gratification.
Bloom's previous law enforcement experience includes work with the Dodge City Police Department and one term as the Trego County sheriff in 2003. In April, Fort Hays State University and Hutchinson Community College listed Bloom as an adjunct professor in criminal justice.
Each charge of aggravated indecent liberties is a level three person felony, which carries a sentencing range between four and 20 years, depending on the defendant's criminal history. The lewd and lascivious count carries between five and 17 months in prison.
Court officials have not scheduled a date for a preliminary hearing. Bloom remains jailed on $75,000 bond.Don't hit at all if it is honorably possible to avoid hitting; but never hit soft. -

We had something along those same lines happen here in Minnesota recently. A Lieutenant with the State Patrol was just convicted of 1st Degree Criminal Sexual Conduct with a 14 year old girl.
I wonder how a veteran officer could ever go down that road when he (or she) should know full well, from training and experience, that they are going to get caught and go to prison.

Sick bastard!
What was he thinking?
Does he have kids?
Just because your sign off after you're shift is done, doesn't mean that it's over and put blinders on. You're a cop 24/7 wether you like it or not. If thats something you can't handle, you should find a new line of work!
