Police chase kills innocent victim
By From NBC12 News
WWBT-TV
Police are identifying an innocent victim killed at the end of a police chase early Thursday morning. Police say Willie Charles Moore, 27 of Richmond, was hit by a man driving a stolen pick-up truck who refused to stop for police. The chase started in Chesterfield but ended with Moore being hit and killed at the intersection of Hull and 14th Streets.
Moore was killed after the Chevy Impala he was driving was crashed into by an unidentified man driving a stolen pick-up.
Police in Chesterfield originally tried to pull the pick-up over after it was reported stolen from a home near Lucks Lane and Courthouse Road just after 1 a.m.
But, when the pick-up refused to stop, county police pursued the vehicle from Courthouse Road near Powhite Parkway all the way into the city.
At times during the nine-minute chase, they say speeds reached 85 miles-an-hour.
Chesterfield Police Department Lt. Andy Scruggs says, "Well, we tried twice to deploy spike strips to puncture tires on the vehicle. Both attempts were unsuccessful for whatever reason. I know once they went around the spike strips."
Chesterfield Police say they were continually monitoring road conditions and considering whether to abort the chase.
Officers say they were communicating with Richmond Police and had called for an airplane for surveillance support when the pursuit came crashing to an end.
The man driving the stolen pickup was hurt in the crash. He was taken to VCU Medical Center with life threatening injuries. He's facing charges in both Chesterfield and Richmond.
Chesterfield Police say they are now in the process of reviewing the pursuit, making sure proper procedure was followed.
Widow speaks out about husband killed in police chase
By From NBC12 News
WWBT-TV
A teenager is behind bars without bond charged in Richmond and in Chesterfield County with leading police on a deadly pursuit Thursday morning. Nineteen-year-old Peter Kamau Mukuria is accused of grand larceny, hit and run, eluding police and driving with a suspended license.
The 11-mile chase ended at the intersection of Hull and 14th Street in Richmond early Thursday. That’s when the stolen vehicle slammed into Willie Moore’s car, killing the 27-year-old. Moore leaves behind his wife, Brandy, and his four-year-old son, Devon. Both are still trying to understand why Willie had to die.
At Hull and 14th Street Friday there is still evidence of Thursday's deadly crash, leaving a mother to try explain to her son why his dad is gone.
Brandy, whose husband was killed in the pursuit says, “If they had just stopped, slowed down, done something else, then he would still be here. I just don’t understand.”
Willie Moore was on his way home, waiting for the light to turn green when Peter Mukuria crashed into him.
Chesterfield Police say Mukuria was driving a stolen a car and they were trying to pull him over. They also say it's up to the officer and the supervisor to decide when to stop during a pursuit. But, Brandy says she doesn't agree with that answer.
Brandy says, "It just felt like they just wanted their man by any means necessary and they didn't care who else was out on the streets that night it was like they did what they felt like they wanted to do."
A candlelight vigil is set Friday night in Willie’s honor. It's at 8:30 p.m. at 14th and Hull Street, the site of the crash.
As for Peter Mukuria, Chesterfield Police say he's also charged with stealing cars in the Surrey subdivision over the last few weeks.

Okay, boys and girls, that's it. We no longer chase. Let all of the bad guys go if they start to run or to drive away at a high rate of speed. And if we no longer have to do that stuff, then we don't need driver training as part of your academy and we can stop buying pursuit rated vehicles and stop strips. And...ah, who am I fooling? This is bull and everyone knows it. Yet again the media is stroking a story to sell ads and papers. Love those celebrity cases. I have a great idea. Why don't we let the media run the police departments and see how the works for a while.
And Shepards we shall be,
for thee, My Lord, for thee,
Power hath descended forth from Thy hand,
That our feet may swiftly carry out Thy Command.
So we shall flow a river forth to Thee
And teeming with souls will it ever be.

Got a better one; put them 'on the line'; they should last about two minutes into their first altercation.
