Yeah, i'll ask him about the 'preventative arrests'...although I predict they are similar our arrest powers for 'breach of peace' ie: likely to be.
Most German arrest powers are for serious offences (normally). Many offences that I would arrest for in the UK are dealt with on the street in Germany, but report on summons style process.'The world is a dangerous place, not because of those who do evil,
