Officer busted by citizen with camera, having relations in the daylight in his car

A Hugo police officer has been terminated from his position. Hugo city officials say that a citizen took this picture of the police officer engaging in activities in his police vehicle.
City officials would not speculate on the type of activity... and at this time... no formal charges against the officer have been filed.
The city of Hugo issued the following statement:
"The police officer was engaging in activities while on duty that could bring reproach and discredit to the city of Hugo, and the Hugo police department.
"As a result of this activity by the police officer while on duty, the city of Hugo and the Hugo police department terminated the employment of the Hugo police officer, effective immediately."

unless the uniform there is jeans and tennis shoes while driving a marked vehicle , then he wasnt on duty , i still bet there is more to this story and although it looks bad , and maybe was , its hard to see what the female is actually wearing on top , her head is up and her feet on the inside bottom ( i forget what its called ) where the bottom of door is ...
it doesnt look right granted and maybe thats the only two pics they are showing , but even an idiot wouldnt do it in daylight in a residential neighborhood ... i dont think .... ok maybe they would...lol...
id still like to know what his version of the story is ....

There was a cop in Fort Worth that got filmed by the TV show "Cheaters", I believe... He was getting some type of "service" from his estranged wife in his unmarked car, in a parking lot in the broad daylight.
There was some type of altercation, and the producers of the TV show were convicted of assault, if I remember right
