I'm going to take a leap here and speculate that yet another of our brothers has been taken from us at the hands of an impared driver...
... and our lawmakers still do not consider DUI/DWI enough of a problem in the US to take definitive and decisive action against it, leaving us to suffer the bloody clean up on a daily basis. Its time for "Good Time Charlie" to start spending some hard time, and not just when some innocent victim's luck runs out.
Rest easy, my brother.

Rest In Peace Working in the CVE unit here this one feels really close. The line of blue wears thin when we loose one of our own, but it will never break, only getting stronger by the memories of the Great Ones that go before us.
