The guy is a police officer. The woman is a Police Community Support Officer, their role is to provide a uniformed presence on the streets and attend incidents that don't require a 'police presence'. They have no powers of arrest but can ticket motorists and deal with anti-social behaviour, including confiscating alcohol from minors.

I seem to remember in years past the community officer and the police officer had different uniforms and they were really easy to tell apart, what’s the difference now just the blue band on the hat?

That, and on the jackets/raincoat/bodyarmour. etc it says Police on one and Police Community Support Officer for the other. Oh and the PCSO's have no batons, cuffs or CS. spray.
