Does anyone receive this notice?

About once a day I receive this notice after typing a message then clicking on submit new thread. Does anyone else get it?

I have explained this to you before! When you are on an internet connection whose IP changes everytime you log on this will occasionally happen. We have not banned you (yet). :p
