Click on UserCP, then from the left hand sidebar, select "Edit Avatar"
That should do it.

If your IMG & HTMC codes are off does this stop you from edit avatar or not
Because in that area it says do not use avatar. So i am not sure what is going.
MANY ARE CALLED BUT FEW ARE CHOSEN
