Adjust filter settings in VB control panel.
it appears that someone with "admin" status in vBulletin has entered the word f.o.r.u.m.s. (without the "."'s) into the word filter. It is preventing anything with the name of that word in the title or link. That's why the image/files are not showing up.
ie: http://www.lawenforcement******.com/...lies/angel.gif
Its in the "general settings" under filter.
