There is already a quiet rumbling that several senior commanders in the various branches are "retiring" due to what they see on the horizon. This happened in the beginning of Clinton's first term , leading to inexperienced types getting promoted and yes men with stars on their shoulders.
And young men and women died in training and fighting in some of the "honorable" wars (which were, frankly, illegal under the ROE at that time).
Oh, he'll tap dance on the issue, if he feels it serves him.
