I understand baseline budgeting.
It requires funding for existing government service levels for the upcoming year over a ten year period.
We need to reduce government service levels in order to call it a cut, and the present action still allows for 5-7% growth in the budget per year.
I cannot imagine the free monthly checks and welfare receiving ANY significant attention. They'll start with the military.
