I n California, the cash- strapped city of Parlier needs to raise taxes to keep its police depart- ment from closing down entirely. To save the agency, local lawmakers were pushing a parcel tax measure on the November ballot. In October outside the Mendocino Avenue police station, Chief Jose Flores, members of the rank and file as well as city officials met with residents to drum up support for the tax mea- sure. Measure Q would add $300,000 to $500,000 to the police department budget through a parcel tax. The cost for each homeowner shakes out to about $120 annually. Even though keeping the local PD afloat will cost resi- dents more up front, Adolfo Jimenez, president of the Parlier Police Officers Associ- ation, says they will likely get some of it back in the form of lower property insurance rates, faster police responses and lower crime rates.
