To many, the concept of com- munity policing is grounded in hundreds of years of best patterns and practices for law enforcement and is the legacy of England’s Sir Robert Peel’s policing principals. For others, community policing is code for “touchy-feely, coddle the bad guy” nonsense where you have to have coffee with a civilian and don’t get to talk about the tactical fun stuff.
