In a historic move, the St. Paul Police Department (SPPD) has for the first time promoted a member of the Karen ethnic group to the rank of sergeant.
Ler Htoo’s promotion not only marks a personal achievement, but also serves as a milestone for the Karen community, which has found refuge in Minnesota from the turmoil in Myanmar.
Believed to be the first known Karen police officer in the United States, Htoo had to overcome significant hardships on his journey to leadership within the SPPD. Having spent his early years in Myanmar and subsequently enduring years in refugee camps in Thailand, he arrived in St. Paul in 2009, embarking on a path that would lead him to become a positive example for the community.
“I’m motivated to be a leader for younger members of the Karen community,” Htoo told Minnesota Public Radio. “I hope that the younger generations that come in, they can learn a thing or two from me, or I can be a role model for them.”
Htoo’s promotion comes at a crucial time, when trust between minority communities and law enforcement is increasingly important.
Eh Tah Khu, co-executive director of the Karen Organization of Minnesota, said it is vital for community trust to have community members like Htoo in law enforcement roles.
“With law enforcement action taken against minority ethnic groups [in Myanmar], there’s a lot of mistrust,” said Khu. “But having the community members working in the law enforcement field, and knowing them individually, it does help. And especially if they are well known in the community, it’s created a lot of trust.”
The ceremony at the SPPD was attended by community leaders, family members and colleagues who celebrated Htoo’s achievement.
Police Chief Axel Henry spoke on the importance of representation within law enforcement and commended Htoo’s dedication and service.
“It’s important for the community to see themselves reflected by those serving in uniform and to see them ascending the ranks,” Henry said. “Ler Htoo’s journey is a real success story for us.”
Expressing gratitude for the support he has received, Htoo was excited about taking on more responsibility in his new role as sergeant.
“I appreciate everyone for your support,” he said.
There are more than 20,000 Karen people living in Minnesota, with a significant portion residing in the St. Paul community. The SPPD now has five more Karen officers in addition to Htoo.
