
More than a year after Los Angeles Police Sergeant Shiou Deng was struck and killed by a speeding vehicle in the early morning hours of June 23, 2025, the Los Angeles County District Attorney Nathan Hochman announced that the driver is being charged with two counts of murder.
Deng, who dedicated the majority of his 29-year career to the LAPD’s Mental Evaluation Unit, was assisting Jesus Garcia, whose disabled automobile had been damaged in a hit-and-run moments earlier, on Interstate 405, a major thoroughfare in Los Angeles’ freeway system, when he was struck. Garcia was also killed.
California Highway Patrol investigators determined that more than 30 cars had safely avoided Deng and Garcia before Mario Joseph Bickham slammed into them. Investigators estimate he was traveling at 112 miles per hour. Just one month earlier, a CHP officer had cited Bickham for driving 105 miles per hour.
If convicted, he could face life in prison.
